PC has had it, can't afford a new one...

...is it too risky to log in on a family members laptop until I can replace my system?

If so, I'm completely stuck as my computer is beyond repair :/

If you make your own user account on that laptop then you should be fine as a short term solution

You will need to ensure that you have an IP that they are not using though

If you both have eBay accounts, they would be linked if you simply use their PC to log on.

Do both your computer and the family member's computers use the same internet connection?

You CAN use another computer to log on, but all of the stealth rules must still be followed. You could create another user account on their computer and use the IP address you normally use to log in. There is, of course, also the consideration of how eBay and PayPal would view the change - usually no big deal, but if the account is very new or on the edge, it could be a problem.

Have you considered getting a USED PC? Not for your MAIN COMPUTER, but just for getting on the internet? I buy used laptops for $50 - $100 all the time, because you do NOT need the latest and greatest just for email and internet.

Assuming your friends ebay is not stealth then don't worry.
I would definitely use a new Windows Account just to keep everything separate. If they worry when IP addresses match the worst that could happen is that they might ask you to verify ID. They did this to me when I took over a friends ebay account that he didn't want anymore.

Just because you use someone elses computer is no reason for either of you to get banned - assuming no banned accounts have been on that PC before.

While I agree with stuartalex to a point, if you use the same Windows user account and IP to log on, the accounts will be linked. If either account gets banned in the future, it could cause a problem for the other account.
