Default What are the MINIMUM data points to identify a "device" (Paypal account)?

What are the MINIMUM data points to identify a "device" (Paypal account)

Is it the PC name, user profile name, IP...?

Can the "device" ever be successfully changed from the one used at the time registration to ANOTHER PC DEVICE (not mobile) with a different PC name, user profile name etc (without being flagged for confirmations, extra ID etc)?

(I have seen the thread about using a mobile simulator app to get around this)

PayPal can only see your IP address, that's it.

Yes, this is possible.

This has been mentioned, usually when people are trying to withdraw funds and PayPal gives them some type of error about identification.
