Opening a new user account on Windows

If i open a new user account on my windows 7 and use a mifi dongle so i get a new IP address just for that account ...is it true, i dont need to remove cookies or change the IP address on my virgin broadband on my old account ..So i can use them as virtual separate computers

Correct. The cookies will be separated by user accounts, and the IP will be separated by the fact you use 2 different ISPs.
That would suffice for ebay/paypal use.

You do need to make sure opening your new account you do use totally different stealth information though

New name, new address, new DOB are all included in that
