So you will have knowledge to safely run the account, the easiest way is to buy a stealth account and the guide. Sellers will have knowledge of a safe VCC to setup the account with and a Safe IP and can guide you on a safe IP post purchase.

Still a valid question even if a year ago!

You can buy accounts, but its still important to know how to run them. That is where the stealth guide helps

The guide is a must unless you are already tech savvy and know how websites can track you.

Just bludy buy the book whats wrong with you .Bit of advice read it over and over again so it sinks in so you know exactly how to do stealth cos if you make the wrong move your account is toast then youl have to start over again

Ebay has ditched Paypal and went with Ayden,it is now called MP payment ,you can still use Paypal to pay ,but to sell,you need to open an account MP and link a bank account so it can deposit your sales proceeds.
