I'm 99.9% sure their not residential. Your hardly going to get a Residential IP at that price.

But they do work a treat.

is this safe to use? ive read paypal/ebay know when someone seems to be using a VPN to mask thier IP. Doesnt this just add more fuel to the fire?

So long as the right VPN is used then eBay and PayPal don't have an issue with it

Lots of people use VPNs for good reasons
