0 on selling limits new account

OK here is what they asked happened to me week ago
Me: hi i have noticed that i have 0 selling Limit its my new account i haven't list any item yet...
EBAY: Let me check for you
Ebay: Everything seems fine with your account Let me double the limit for you
Me: Thanks

But still she gave me 10/650 limit which is new account limit

I dont know what she doubled

Personally I think its utterly random .. opened one with a Dedicated IP VPN picked a random address where IP said it was from.. got a 10 listing same again with different IP got 100.. used a data dongle, picked a a nice post code in the local city ..got a 100 listing.. luck of the draw imoa
