If you use the same Phone to log into both accounts you can be linked by browser fingerprinting

You could try deleting a reinstalling the app so there won't be any trace of your previous account that should work

Sorry, that's completely wrong....way wrong. Ebay and PP Apps collect a ton of information off the phone. Re-installing The Apps doesn't do anything.

Definitely don't use the app twice.

In emergencies, I sometimes use my phone browser to access an account but I log the IP address and clear the browser history, cookies etc beforehand.

Never had a problem but be careful.

Using a Browser is a lot safer in the long run, it's easier to clear cookies, reset the IP and log on....That being said, IF someone wants to use the Apps....they would best be off using a new phone, even a cheap android phone would do it but why bother trying to have a ton of phones, makes no sense.

Could you use one cheap Android phone and keep putting it back to it's factory settings ?

That won't work.

As soon as the app is used the IMEI of your device is shared with ebay (or Paypal if using that app). Resetting the phone to factory settings does not change the IMEI so therefore you would still end up getting linked.

So long as cookies and IP are dealt with carefully then a smart phone can be used to operate several accounts via the phone's browser(s). Whatever you decide to do, I would definitely steer clear of using the apps irrespective of how user-friendly they are.
