What's the story with creative ID's on managed payments, does it still work these days?

It works in the UK and not so in the USA, managed payments on eBay in the UK look at the address and name, they have no social security number to tie it to. Managed payments will run a soft credit search and as long as the name and address are correct, you can verify with creative ID.

if personal details can not be verified no ID is going to help

From experience in the EU, personal data must be verifiable.
You cannot use a made up document id to open an account, they have access to third party partners who verify the document number (as well as the tax code).
If legitimate the account passes
