Having items sent to you
 
I have a question regarding the creation of an eBay stealth account and using it as a buyer - if you provide a different address when signing up how can one get items delivered to them (I presume that you cannot give your own address when buying items as eBay may flag it, and I'd rather not get friends/relatives/neighbours involved).

By having access the address used during registration, of course... phake addresses were only ever viable for sellers. And even then, you had to have a plan that you would put into action if you ever got returns from customers.

I have an account that I can use for buying - could I simply use that account for purchasing and then on my other windows account (with different IP generated from dongle, etc.) create an account strictly for selling (and in the case of returns I was thinking of giving my actual address with my website name given instead of my own).

Depends on what are you selling. If these are expensive so called chinese "genuine" items I would never ever put my address. You might get a knock in your door one day. Why risk it?!
If item cost is low to you and you still sell 8 out of 10 or so and make money, let unhappy buyer who spotted "genuine" item keep it as a nice gesture and you might even get a positive feedback!
If all stuff is legit you have nothing nothing to worry about!

Everything I intend to sell is definitely legit (used items like magazines and videogames, and new items like Blu-Rays) so hopefully that won't be a problem on the seller side, and in the case of buying I'll use my regular account (where selling was suspended but I can still buy there). Unfortunately that means I won't be able to buy on Amazon which is a shame.
