So last year around september my eBay got banned.

I used mobile broadband

will i be able to use it again or phone tether to create a new stealth eBay ?

Provided you can be 100% sure your IP will be new, you can use Three again.

What else are you doing to appear a really new you?

Welcome to the forums - IP new is one step of the process - follow rest of stealth steps to make sure you remain unlinked.

Need new address, new user account, new DOB ect. Best thing to do is to have a read though the guide to understand all the steps. IP address is just part of it

If i reset my modem and get a NEW IP will this work and change my MAC address?

The New IP will work well - dont need to worry about MAC address (wont be changed anyhow)
