If you get limited and they ask for "Proof Of Delivery" but when you click on it there are no transactions listed, it is usually due to gift payment(s) being received.

You will need to contact them and tell them there are no steps listed there. They will probably then update the limitation and ask for details regarding those two payments.

You should stop using "gifts" as a way to avoid Paypal fees. A few years ago I got limited on an account for receiving too many gift payments on an account. Someone sent £300 as a "gift" despite my instructions to the contrary. This was the tipping point that caused the limitation.

Your paypal can be as confirmed and verified as it can be and they can still suggest they no longer want to deal with you if they consider any of your transactions as suspect.

And the paypal idea of suspect is a little different to most peoples.
