PayPal clearly say they do this in their Privacy Policy, since eBay and PayPal share information, eBay will use PayPals assessment to establish seller limits, I believe that is how it works:

Information about You from Third Parties
In order to protect all our customers against potential fraud, we verify the information you provide with the "Payment Processors" and/or "Credit Reference and Fraud Agencies" listed in the table under the section "Disclosure to Third Parties other than PayPal Customers" below. In the course of such verification, we receive personally identifiable information about you from such services. If you use your PayPal account to sell items, we may also collect public information about your business and your behaviour on social media platforms (such as the e-mail address and the number of “likes” and “followers”), to the extent relevant to confirm an assessment of your transactions and/or your business, including its size and the size of its customer base.

We may also collect information from members of the eBay Inc. corporate family or other companies (subject to their privacy policies). If you are sending transaction related communication on PayPal’s or eBay’s conflict resolution platforms to your buyer or seller, we may collect such information in order to assess your transactions and any risk associated with your activities, as well as for fraud detection, prevention, and or remediation of fraud, or other illegal actions or to detect, prevent or remediate violations of policies or the applicable user agreements.

We've all read the ts and cs, and every change is pored over on the forum

The fact is that PayPal don't run the details through the credit and fraud agencies at account creation - I've created several accounts in my real details and have never seen searches in my credit files.

PayPal and eBay may well use the agencies when they are chasing bad debts etc, but we aren't talking about that here.

Unity006 seems to take anything and everything from the T&Cs on eBay and PayPal and take it as gospel.

As mentioned above, those T&Cs are for show until possible bad debt occurs.

The only time i have ever seen a search fingerprint on my credit profile was when i was lifting the receiving limit sometime last year.

Not true I made a ebay/PP account last week no different to whats mentioned above and its a 650/10 item - just has an entropay card attached.
There must be something that triggers it??

when i spoke to ebay rep (i know id be better speaking to the wall) they have always told me that before ebay gives a selling limit the selling account MUST be linked to a verified PP account, then you need to click "request more" it takes you to PP diverts back and every time ive done that (7 times this week) ive had 10/650. Maybe there is a way around it i doubt it though

ive noticed that to they say 0 listing and then after your a seller you get 10 to list lol
