Managed payment taking money from PayPal

As title says when some one gets a refund I have seen they are taking the money from the PayPal but soon I will have no money in the PayPal both eBay and PayPal are not in my name what should I do

The money I make from a sale less fees goes into my bank account , but when a return or a lost in post case is made they take the money from my PayPal account the problem is my PayPal balance Is running out
