is it safe to creat an account with real infos, knowing that . . . ?

Is it safe if i create an account from the ground up with my real infos and starting stealth all over , knowing that im based in africa ( morocco ) ?
this managed payment thing is a curse

In my experience Ebay are letting people back onto the platform with previously banned details under Managed Payments
