payoneer is banned in all countries where it is not the official ebay partner. they do not use barclays by the way , they have their own sort code which is blacklisted on ebay

UK MP for stealth accounts is dead. After a couple of weeks of "successful" registration on MP, they will perform an electoral roll verification and close your account.

I heard if your Payoneer and eBay name match you have a chance. Try it out and let us know. However, don't sell any expensive item as you have a big chance of losing the money if your account is closed. As with the new eBay rules they will tell you to take your money from the government.
