12 year old ebay acc set up with variation of name at accessible address,. Bought sold a few items then left alone for 5 years.
Went back to selling 4 months ago, updated details to real details, now tried to withdraw funds to bank and withdrawal delayed 7 days on Delayed Payouts There's a delay in your payout reaching your bank, and we're working hard to resolve it. Occasionally, this takes longer than usual due to compliance checks that help keep eBay a safe place to buy and sell online.
What can be done to get this sorted asap ?

you don't do anything , I had this once for 2 or 3 weeks , it is actually a form of account review which is new. they claim the payment to bank is delayed but in fact they are holding it back , if you get no performance problems it will arrive at some point

I wouldn't worry just a manual check and since you've provided real details it'll all check through. Congrats. You're back to selling !

it is essentially a delayed payout system but without clear rules , on my account I was just doing manual withdrawals every few days so that most got stuck for weeks but a few went through immediately
the ones that went through were small , below 20 pounds
on my account the problem persisted for at least a month

400 pounds is considered a lot , on my account it was about 40-50 that got stuck and each subsequent withdrawal was like this or smaller

Wait it out. It will either go away and your payouts working back to normal, or they will hit you with an MC011 asking for documents, or whatever their problem is.
It's common since your account was sitting idle for a long time.

Its stupidity to hold payments for that long, they got mo problem charging you for postage or promotions listings but love to hold your withdrawal payments

under these circumstances you need to reduce sales to limit frozen balances , if you amass thousands of pounds in such delayed payments you will be at risk of being taken down by bots
this is the way they are programmed , they freeze balance but if you continue selling and amass more frozen balance because of those freezes you move into a higher risk category
so eventually a self fulfilling prophecy where frozen balance leads to higher frozen balance which leads to higher risk which leads to higher risk of suspension because of too much frozen balance regardless of initial reasons why it had been frozen

Ebay live chat told me the payment was returned back by the bank. So I called the bank, they have NO record of any incoming payment.
Bank advised to ask ebay for the payment reference number and the date of the withdrawal. What on earth is going on?

@agent, bank updating its routing number would usually means the member gets a letter from the bank.
