Changes to paypal user agreement Nov 19th 2016.
Anybody read the new paypal UK user agreement latest version 19th Nov 2016? I cannot find the previous version to compare it with but looks like several changes to lifting receiving and withdrawal limits. There is also a lengthy paragraph 6 about reedeming E money and withdrawing to your bank where providing proof of identity is mentioned. It sounds as if you now need to provide id before being able to withdraw money to bank? Maybe an attempt to deter stealth account users. As I say, can't remember the old agreement but looks like several changes to me.

4.1 Lifting your receiving limit. If you have a periodic receiving limit on your Account, you can view it by logging into your Account and clicking on the “View Limits” link on the “Account Overview”. We may, at our reasonable discretion (for example, without limitation, to limit fraud or credit risk), impose limits on the amount of money you can receive through our Service. In order to lift your receiving limit, you must complete the steps set out below.
In the UK: 1) Either: set up Direct Debit and complete the Random Deposit Process, or be successfully approved for and activate PayPal Credit; and 2) confirm your location (whether via our automated process, your telephone or post) and 3) for Business Account holders, provide supplemental business information.
In the Relevant Countries: 1) add a credit card and complete the Link and Confirm Card process; 2) for Business and Premier Account holders, provide supplemental business information; and 3) provide us with further documents in a manner and form which we may reasonable request.

6.2
Withdrawal/Redemption Limits. You agree to comply with our requests to verify your identity before we redeem E-money to you to allow us to reduce the risk of fraud or to otherwise comply with our anti-money laundering or other legal obligations. You can view your periodic withdrawal limits, if any, by logging into your Account and clicking on the “View Limits” link on the “Account Overview.” We may, at our reasonable discretion (for example, without limitation, to limit fraud or credit risk), impose limits on the amount of money you can withdraw through our Service.
