You can import the file you download from paypal easily into that. | That depends on your account type. If you have a business account, it's a little easy, otherwise it's a nightmare as you can only download 30 days at a time.
And the email addresses (your reason for downloading your history in the first place) will not be included.
As regards sendblaster, you'd still have the same risks. Sendblaster is run locally so you'd need an smtp server. Sendblaster can offer you one but it's been abused to death already so it's safe to expect your messages to end up in the junk folder.
You may use your own smtp within sendblaster, but you'd have to pay a fortune to get a 'clean' one to handle a massive project. Not really sustainable in my opinion especially if you have to send out newsletters regularly.
I would use a clean smtp to double opt-in my list then move to another affordable service.
