anyone ever had this issue with paypal?
 

made a paypal, added a vcc &my bank etc.

made a few sales etc, went to buy a couple of items and keep getting this error message:

We can't process your payment. Please select a different payment method or check your payment details including your billing address.

Also, I tried to withdraw and it just either logs me out or asks me to go to the classic withdraw page, when I do this it just refreshes the page when I click submit?

tried it in browsers:

IE, Firefox, Opera & chrome

Anyone ever experienced this? my last 4-5 paypals I can NEVER EVER buy anything with them any more but I can still withdraw etc. starting to do my head in now any fix etc welcome.

Brand new accounts are not trusted to do anything.

There are quite a few threads discussing this issue. Do some research on it.
As Empirestate mentioned it has to do with the level of trust paypal has in your rather new account.
Id start by trying to buy a couple of small items on ebay - such as guides and such. Just small transactions to 'prime' the account for more significant transactions.

It's a trust issue for sure but I wonder why in your case..

using a wifi dongle

items sold:

2 x £1 poundland earphones/headphones (took loss to get feedback)

1 x poundland packet of AA batteries (took hit)

some other items I cant mind of top my head, its not ones that paypal would look and say "oh lets suspend him"

I cant even do a 99p transaction for a recipe etc. weird. very weird.
