For my stealth accounts the IP’s I receive are always based in London or somewhere else nearby when I actually live over 150miles away. I’ve doing this for years without any issues.

You said you were going to try a new PC. On the PC you were using when creating the limited stealth accounts, did you make a new user account for each new Paypal account?

If you're getting limited after the first sale and you are being asked for invoices, then the limitation generally is being cause by the item(s) sold. Either the nature of the item is high risk and / or the value is making it risky.

There's no doubt that Paypal have become a lot tougher on new accounts that are attempting high risk sales activity.
