180 days passed PayPal asks for photo ID
 
My stealth PayPal was limited 1 year ago.
I received an email last month indicated I can withdraw my funds.
However, I can not add any bank account to my PayPal so I contacted a PayPal agent and then I have been told photo ID needed.
I uploaded a driving license but it has been rejected...
What should I do? I don't have a genuine photo ID for this "stealth" account...
Any advise?

Phone PayPal US.

Sometimes they will let you add the bank account and withdraw on the phone to them

They will say and do anything they can to hold onto the money, it is really pathetic to be honest. They don't normally stop you from adding a card or bank account when you are limited, just removing them is blocked, so it must have been a severe one.

Phone them up and tell them you have waited the 6 months they required and now want access to money which is rightfully yours. If James' advice also fails, then perhaps purchase an ID document from a seller on here, but it would not be worth it if the balance isn't much more than what an ID will cost you.

Don't try to create ID yourself if you have never done it before. Believe or not they do have some ounce of intelligence and can spot a photoshop job if it isn't produced accurately enough to pass their checks.

I think you'll find once any ID has failed they do actually verify any further ID sent to them. So basically you would be wasting time and money buying more docs. At that point only genuine docs are accepted. Most utility bills and bank statements now have barcodes which contain address and account details so if these are missing it is obvious they are not genuine.

If documents fail their checks, most of the time, if they believe there is a high-risk involved in doing business with you, then the account will be fully limited with no further appeal. At this point, the Resolution Center redirects to a page explaining their final decision.

If a document does not fail their checks, but contains some conflicting information or similar, then they may provide an opportunity for you to re-submit documentation.

You are never guaranteed a second opportunity, so it is important to get it right the first time.
