A limitation can happen at anytime and if there are pending withdrawals at the time, these are automatically reversed, as the permission set on the account usually prohibits withdrawals and therefore any unprocessed ones are by default cancelled.
That being said, there is no direct link between making a withdrawal and receiving a limitation. Most limitations are caused by poorly handled accounts; boasting unusual, inconsistent or otherwise suspicious activities. Others can be caused by EU compliance or not following the User Agreement.
It would be common sense to anyone who is doing stealth that making 3 withdrawals in four hours is not a smart move. If you had a lump sum, it would have been less of a risk withdrawing it all at once, rather than re-requesting a security check multiple times, which is essentially what happens on each withdrawal, hence the decision-making mechanism behind the 24-72 hold. One, or even two, withdrawals over the space of 2-3 days is not normally enough to ring alarm bells and have done this personally many times without comeback, but in your case, the security system saw this as potentially an instant money laundering threat and took swift action. The fact you were instantly limited without appeal is strange and suggests that this would have happened at some point regardless, if it were already at such a vulnerable state.
