No alert notification in PP account
Email Received in the email address which is associated with this account
2 PDF documents attached to this email (Certificate of Foreign Status_Entities and Other Business Type, Certificate of Foreign Status_Individuals)
Mentioned in the email body: Note - If you're unable to complete the certification process by logging into your account, you can resolve your certificate of foreign status by filling out the relevant attached tax Form, and sending it to taxdocumentupload@paypal.com. Our Tax Operations team will review the tax Form accordingly.

The email address from which this message has been sent looks a bit too generic (paypal@paypal.com), but other than that, it kind of looks genuine.
I haven't sent the filled and signed documents yet.
