any amount. No hard & fast rule. Even with a fully verified paypal account you can get flagged.

A part verified is weaker than a half verified, for a verified one I always keep to under £500 per month initially (1st 3 months) and never do more than £99 at time, its not scientific but based on trip-ups in the past...
