No more 21 day holds?

Started using PayPal again, received a payment and got a temporary hold.
This wasn’t an eBay transaction and I have sent the item but it wasn’t via PayPal postage and I don’t have a tracking number. How long will I have to wait if the buyer doesn’t mark the item as received when they receive it? It doesn’t say 21 days in the help section.

Why is my payment in my pending balance?

Your payment may have been placed in your pending balance for reasons such as:
You’re a new/occasional seller with a short selling history
You have a “Below Standard” seller rating on eBay
The payment you received may be considered unusual for your selling pattern
Your account has been inactive for a while.
Why does PayPal do this?
It’s a common industry practice we implement to help ensure a safe and secure environment for both buyers and sellers. By placing your money in your pending balance, we can ensure there is enough money in your PayPal account to resolve any issues that may arise with this payment such as chargebacks or disputes. The money still belongs to you. It’s just temporarily not available to use, until your buyer has received the item they ordered in the condition promised.

Here’s what you can do to speed things up:
If you use USPS or UPS, purchase and print your label on PayPal and we’ll release the payment within 1 day of the courier confirming delivery
Add tracking: upload the tracking number of one of our supported carriers. We'll release the payment within 1 day of the courier confirming delivery
Confirm order status and we’ll release the payment within 7 days upon verification.

As standard the payment will be on hold for 21 days. You can sometimes speed that up by adding the tracking details to the transaction. It doesn’t have to be sent using PayPal’s postage options things like just a Royal Mail tracking number is fine
