Does the quality of the phone number matter ?
 

I was wondering out of 9 account doc submissions for the EU limit check only 1 account passed.

The only thing done differently was the account that passed had a line rental phone number attached to it rather than a pay as you go sim.

The ebay account attached to the paypal was also selling some inexpensive low risk items in tandem with high risk items which I have been selling across all accounts.

Quality of docs have been high across all of them too.

What could it be ? just pot luck ? Or is it the phone number ? can paypal see if the number is pay as you go or line rental ?

Most of the cases, paypal won't include checking the phone number you used.
It's more of the selling activity.
