I returned an item to a seller for a refund, the seller has refused the delivery

I am entitled to a refund now but PayPal are not responding to my messages.
Can someone please advise me on how to speak with PayPal about this currently?

I have sent over 30 messages through the message center over the last 3 days and none have been responded to.
The order is a great amount of money to me and this is really taking its toll on my patience.

Any information would be appreciated.
