You are in China,what bank are you trying to link?
if the bank has already been linked to another account,you cant link it to a second one

the bank donot linked another account ,i try 2 bank account ,all failed,i donot know waht was happend,i use the uk paypal

Paypal wouldnt be able to see the name of the bank acct holder.
Ive heard of this happening with US accts as well. Usually its a security measure triggered by the IP address used with the IP - at least on those US accts.
