Can I sign up UK paypal while I am abroad?
 

I know we won't be allowed to register UK ebay while youare aboard because of ip issue. I am wondered if I can sign up UK paypal with going through all step e.g. phone verification, add bank, credit card .... Is it risk to do this?

Yes it can be done. What I did is register using UK dialup internet from overseas. Then after that run the account using TOR with exit nodes set to GB. You can also use Auctiva/Inkfrog to do alot of your Ebay stuff, they don't reveal your IP.

Well easy then.

Sign up using dialup, use address which is close to that IP address, for example keep reconnecting to dialup until you get London IP. Get a VOIP number local to your address. Get VCC. I have been using TOR to access multiple accounts lately without any problems, thanks to help from a forum member, I can give you the code so that you IP is in UK.
