Photo ID to raise limits on PayPal

A stealth account account (correct post code for the address) has reached its £1900 PayPal receipts limit
PayPal now want photo ID for verification plus utility bill or similar.
The bill is no problem, but what do I do about photo ID?
Is it best just to forget this account which has an eBay feedback of 100% & open another one?
