Setting up a new paypal account - How?

I've previously been permanently limited by paypal but still have an ebay account. How can I get back on paypal - I've got a new bank account and credit card but don't want to set up anything in case I get it wrong. Not looking to sell - just buy for the time being.

You can create a new paypal etc with stealth information using the new BANK ACC & CC details, however I wouldnt advise linking that new Paypal to your eBay account as they would know your other PP was already limited and your trying to fool the system. Start over with a new PP & new eBay
