alternatives to now defunked VMI card/bank account

A few years ago i had was using the VMI (Virtual Money Inc) card to successfully withdraw cash from PayPal
The grey card, anonoymous. ALthough issued in USA it could work in UK
Backed by cornerstone bank and, with generic routing number and account number being the last digits on the card.

Now i know PayPal has banned the use of this card/bank account as it was getting used by too many people for nefarious reasons, when i think back it must have been late 2008 when it went.

Since then is there another card/bank account that can be used as a replacement for this? a VMI replacement.
Prior to using this VMI card which worked well for a few years, i can remember you being able to withdraw to a credit card, is this still an option? especially in the time of reloadable cards now.
