pay pal reinstatement

I recieved an email to say the limits on my pay pal account had been lifted and the account had been restored. However, I logged on to pay pal and the account is still limited. This is 24 hours after I recieved the email to say it was fine.
any suggestions?

first thing to do is change your password

especially if you clicked on the sign in to your account link on the email
