If I close the Paypal account which I only created today and create a new one, will that count as multiple account?

It may not be seen as a multiple account but it may raise a flag or two if you are going to use the same details.

Firstly you cannot in reality close a p/p account as they retain all the information forever.

Therefore any info you have used on this account would automatically link you to a new account if you were to reuse any of it again.
