Confirming a bank account on PP

Am I right in saying that if you send the mandate to send the deposits to your bank account but NEVER actually enter those deposits into PP - can I reuse this bank account on another PayPal?

If you log any bank/card info p/p will retain it.

Whether it can be added to another account if the deposits are not confirmed is not really the issue because if you do it will link to the previous account, so a bit pointless imo
