What's the logical thing to do?
 

So, to set the scene I had 3-4 Paypals in my name that were limited all together after one of them got a chargeback.
They cannot be appealed and I can't do anything with them.

This was back in '09 or so, I've still got an eBay account associated with one of them which is fully functioning for buying but I can't sell due to the linked paypal issues.

What's the logical step to take? I desperately need to sell again as my debt is pretty bad.

You could try to link to a new paypal, however your ebay may become limited if you do that, it may be worthwhile just creating new accounts.

Not the best advice.

Any PP you add can go down at ANY time - not worth the risk...exactly when is never 100% but why bother when so easy to go stealth and create new accounts.

You can try Skrilla or Propay for those ebay accounts that have had pp canned.
