UK PayPal verification

HI!
Just set up VPN with UK Ip adress and create new Ebay and Paypal accounts.
Just set up my new UK PayPal and realize that I need add UK bank account to confirm. It not ask for credit card (like in my EU country), it ask for UK bank account. I can`t see UK VPB here for sale, only US VPBs.

Can I register another paypal in my country with the same name and verify it with VCC? And then linked to Ebay. Will it works?
