I know the main problem with paypal is that with a new stealth account its bad to accept large payments because you can get limited very quick and if you hit the 9k barrier they ask for business information.

If you have people sending the payments as friends of family instead would it bypass or reduce the chance of these problems happening?

I have many customers who trust me and do not mind paying as friends/family instead. Plus it also bypasses the 21 days wait :D

And why do you think paypal is silly? paypal know all the tricks there are.

No, this even fails.

paypal does 'holds' on even these types of transfers.

Your better approach would be to gain the trust of paypal and have a variety of methods to get your own funds.
