Could i set up a new stealth paypal using only mobile phone. Eg wiping pho e and getting new sim card and just using mobile data instead of wireless as i cant change my ip address with my router.

Yes that is possible. You can tether from the mobile phone, EE seems good for this but others may chime in on their experience with certain networks. Make sure you obviously get the correct package.

Running multiple SIM cards for stealth can work well and many users already do this

I wouldnt need to tether as i plan on only using the mobile. So using my phone to set up the paypal and ebay acc ect. And never using my computer for anything.
