It all depends. If you wife was just buying things and your account was banned because they didn't like what you were selling, then your wife's account might survive as a buyer account. The same thing goes for anyone at that address.
However, let's say you were banned for selling counterfeit merchandise and then your wife tried to sell the same thing - the account would be closed very quickly.
When PayPal bans an account, they do so because they feel it represents a risk. If they feel other household account represent the same risk, they will close those accounts. If they do not feel the other accounts are risky, they will leave them alone. I would THINK (I do not know this for a fact) that those accounts would be under heightened scrutiny.
