Receiving Limit Question

Forgive me if this has been asked and answered. I cannot find an answer to it.

Can you lift the receiving limit before lifting the withdrawal limit in Paypal?

In other words:

Can you lift the receiving limit by uploading Docs before a Bank Account is added and verified?

The reason being this would avoid the risk of losing a Bank Account in the event the Docs were rejected.

I have always created accounts the same way so I do not know the answer to this question.

No. paypal will not accept documents until after all is verified and confirmed.

Pain in the butt. But their rules win.
