Paypal Cant Add Card

just made a new paypal changed ip cleared everything new bank account the lot.

i added and confirmed the bank account but when i try to add the card it says the address is not correct (which is true i put a ⊗⊗⊗⊗ address i have no choice) but how can paypal know the address on the card does not match the ⊗⊗⊗⊗ one i gave them how is this possible can anyone please explain

The card will have failed the AVS checks.

You cannot use a real plastic card. You need to use a VCC
