cant spend paypal balance

i recently received a payment for something i sold on ebay. i called up with the tracking number and my money was released. when i tried to spend it it basically says on ebay 'use another payment method'. when i call paypal they say they release the holds on my account but when i try again it still doesnt work.

can anyone please advise, i dont want to add my bank or card details.

and the account is perhaps a week old?

Paypal did say the only way to spend the funds is either confirming a bank or card.
