Which VCC to use to pay negative PayPal balance?

I have a negative balance on a now permanently limited PayPal account which I would like to pay off. Can anyone recommend a VCC to load funds onto in order to pay it off?

Entropay would work but you would need to phone PayPal most the time for them to process the payment.
