Or is it strictly for business ebay accounts?

Its planned as something that will be applied to all accounts.

I have individual account. I heard on eBay forum recently it to be rolled out to a sellers 2021
And heard 2023. Not sure which is accurate.
It does tho give a seller time to get their ducks in a row and better prepare for it
