Can I change my business type ebay account to a personal type, and reset managed payments with my SSN?

You can change the acct type from personal to business. Go to your acct profile and youll see the acct type and you can change it there.
I cannot answer the second part of your question.

I don't think it will reset your managed payments details. if you try it let us know

My guess is he didn't make the change because unless there are exceptional circumstances they do not permit it.
