Default Opting out of MP no longer allowed

I chatted with a few CS reps, all but one who’s clearly clueless told me as of Mid July, it’s no longer allowed to opt out of MP globally.

Where can I find non-MP accounts? The marketplace on here is all out.

I understand all accounts will be converted, but where can I find accounts that are not enrolled yet?

Accounts that are currently not enrolled to MP are likely to be dormant or newly recently created accounts which haven't sold anything yet - like you would get from stealth account sellers.
Even if you could find any of the above my guess would be that as soon as there's any activity it will trigger enrollment.

It's time for everyone to stop looking for unreliable very short term workarounds and plan for the future.

But they've drastically accelerated the MP enrollment process since then. I think you'd be wasting money buying an eBay/Paypal combo unless you're prepared to convert it to MP.

The only accounts I still have taking Paypal are ones which haven't been able to revise listings for 4-5 months now. I'm just letting them sell out before abandoning them since eBay seems to be lying through their teeth about not letting listings renew if we don't enroll.

Newly created accounts are automatically in MP. I've yet to see one that's not.
How do you get ones that are still using PayPal?

Short answer - You do not.
All accts are either already enrolled in MP or will be as soon as you start listing on it.
In the US ALL accts are now enrolled in MP. No way around it.
Get used to the new reality.
Sad but true.

There is no MT in Russia, there is not even a hint of what will appear soon, you can safely register and work through Paypal

Yes, listings with PayPal are still renewing, I don't know for how long but it could be pretty soon or maybe by January 2022?

Always heard Russian accounts are some of the hardest to create.
