Ebay MP and money after suspension or ID or whatever

Hey guys

So I'm just wondering before getting any MP accounts,

Can ebay managed payments take the money and not give it out if they suspend you for not giving an ID , or just because you won't verify the info with them?

I know paypal stole some people's money on here with some TOS violations but wondering how Ebay managed payments is if you don't end up identifying yourself. Do they give the money or no?

if ebay does not release the fund,does it turn over to the states as unclaimed fund,I know some folks have found money there and reclaim it.
what does bank do with safe deposit box content when the owner fails to keep up with payments?
With private storage,if owner does not pay,after a certain period,they just auction off the content.
