Can not add bank for payout.

When I go to Payment and add bank, Ebay show red line "Sorry, something went wrong, please try again later". I wait 5 days and add bank again but still unsucess. I use Citibank and my Ebay account have 60 days age.
Has anyone encountered this problem, how to solve this problem.
Thanks for any help.

of course he means citibank provided by Worldfirst or Pingpong

these both companies are banned on ebay , their bank accounts blacklisted , anyone trying to use them will either be rejected or suspended right away

ebay do not want non-residents anymore so that bank accounts that are easily available to international customers are being seeded out

and this is an ongoing process so that for example people using some of such providers for many months are being restricted just now
