Are these 2 banks not allowed anymore?

Is there a way to bypass their security in order to register these?

Neither of those are online only banks so I doubt they've been blocked.

I cannot add them onto my eBay MP account. It shows that they do not support that bank

are they members of the Fed Reserve system?
did you enter their routing number correctly.
none of them, said they are FDIC insured or if they are members?

Both those banks are used by Payoneer so they are no good to add to Ebay... Ditto for routing numbers for accounts provided by Transferwise and Pingpongx.

am in a similar situation, i have multiple stealth US ebay account, and multiple Community Federal and First Century Bank from payonner, but it seems it's not possible to add them to ebay, even if i add them successfully they will ask for ID + bank statement later

You have to get a bank account from those banks,not via Payoneer.
